PHPRackCloud is an open source library to interact with Rackspace cloud servers. It has implemeted all supported APIs by Rackspace. Using PHPRackCloud you can manage existing servers, create new one, schedule backups. It is possible to provide the same functionality that you see in your Rackspace cloud management panel, using PHPRackCloud

Yes, we do. To make sure what PHPRackCloud's scope is, it only works with Rackspace Cloud Server API. Which means you can do almost everything that is allowed by Rackspace. Moreover, have a look at it's wiki page to get a comprehensive list of what is supported and what is not.
Yes, PHPRackCloud works only in PHP5. And it requires CURL extension to be enabled in your server where you are going to use it.
